Recovered child abductee and former sex slaves Dugard sued the federal government Thursday, September 22, 2011, for failing to monitor convicted sex offender Phillip Garrido. The suit maintains that Dugard and her daughters endured years of captivity because federal parole officers mishandled Garrido's case, leaving the dangerous pedophile rapist free to claim more victims. Her attorneys described the government agents' errors as "outrageous and inexcusable as they are numerous." The suit claims that federal authorities failed to assess Garrido's mental health or his likelihood of recidivism and so were remiss in releasing him in the first place. Federal authorities are also accused of knowing that Garrido was still dangerous, failing to inform local authorities of the particulars of his case, and, on the multiple occasions that he violated his parole with drugs, alcohol consumption and sexual misconduct, failing to act in any way. After one particular incident in which Garrido was seemingly stalking a former victim, Garrido's counselor recommended electronic monitoring, but his parole officer decided it was "too much of a hassle."

Dugard is seeking an unspecified sum which, after legal fees, will go to her non-profit organization to help other victims. She has already won $20 million from the state of California for their negligence in the case.
