Before long, yellow crime scene tape was stretched up around the complex, and investigators from the San Antonio Police Department were hunched over the crawl space. The police decided against opening the second bag at the scene, so both were taken to the Bexar County Medical Examiner's Office.
Once there, authorities confirmed everyone's fears. The unopened bag contained the remains of a second dead child. A cause of death was not immediately clear, but the medical examiner was able to determine that the victims were between the ages of 6 months and 2 years. Authorities now had two questions. Who would commit such a horrendous act and why?

Investigators soon determined that the people who had been living in the apartment directly above the crawl space had recently moved out. Residents of the building identified them as Valerie Lopez, 19, and her live-in boyfriend, Jerry Salazar, 28. They also said Lopez had two children, a 5-month-old boy and 1 1/2-year-old girl. Lopez and Salazar were nowhere to be found, but investigators did locate Lopez's sister, Tina Valdez, who was more than willing to speak with them about her sister.
