DAUPHIN COUNTY, PA— Prosecutors have filed a motion asking Judge Jeannine Turgeon to step down for the penalty phase of convicted serial killer Joseph D. Miller's trial. According to District Attorney Fran Chardo, Turgeon should recuse herself because of a statement she made during Miller's trial, in which she claimed she was "less than an impartial fact finder," due to pretrial motions she had heard that contained information about Miller's background. Turgeon has not yet responded to the motion.
